Document Publicity Description

This is a document publicity description in accordance with 28 § of the Act on Information Management in Public Administration (906/2019, Tiedonhallintalaki). It is maintained to make it easier for the public to search for information from our public records.

What Does Publicity of Information Mean?

The student union is a public legal entity whose activities are regulated by the Universities Act (558/2009). The Act on the Openness of Government Activities (621/1999, Julkisuuslaki) applies to the public administrative or service functions of the student union, and documents related to the student union’s public tasks are generally public. The term “document” broadly refers to information in various forms. Every citizen has the right to access public documents of the student union.

However, documents may sometimes contain confidential information. The grounds for confidentiality are defined in the Publicity Act. Additionally, a party has the right to access information concerning themselves based on the principle of party publicity.

The student union is obligated to respond to your information request within a certain timeframe. You will receive a response to your information request within 14 days. If your request is exceptionally extensive or involves an unusually large amount of work, you will receive a response within one (1) month.

It is possible to obtain an appealable decision regarding the response to an information request.

Costs associated with retrieving information may be charged when retrieving the requested document and removing confidential information requires more than the usual amount of work (JulkL 13 § Asiakirjan pyytäminen, JulkL 34 § Maksut). The Representative Council is the Highest Decision-Making Body of LTKY. The Representative Council has 27 members, all of whom are students and members of LTKY. The members of the Representative Council, known as representatives, are elected in elections held in November of odd-numbered years. Members of the Representative Council have a broad influence on student matters, such as determining the amount of the student union membership fee and how it is used. The Representative Council elections are held every two years, in odd-numbered years.

The Representative Council annually elects the LTKY Board, which begins its term in January. The Board consists of a Chair, Vice-Chair, and up to ten members.

The Board engages in advocacy and representation work within LTKY, the university, and campus cities, and when necessary, at the national level.

All university students admitted to lower and higher university degree programs, except for those participating in commissioned education, are members of the student union. The student union can also accept other university students as members.

A bachelor’s or master’s student at LUT University can use LTKY’s services on both campuses, regardless of whether they study in Lahti or Lappeenranta. In addition to LTKY’s own services, membership entitles students to numerous student discounts and benefits throughout Finland.

The LTKY membership register is formed from the view of the university’s student information system provided to the student union, which contains registered information about current university students. The data content includes names and contact details, as well as information on attendance, membership fee payments, and study rights.

The information in the membership register is disclosed to the respective individual. The right to inspect this information can be exercised by sending a request via email to [email protected].

It is the statutory duty of the student union to appoint representatives to the university bodies. Representatives are appointed to the university board, the university collegiate body, and the faculty councils. Additionally, representatives are appointed to the appeals board and various university working groups.

Student advocacy is a statutory duty of the student union. This means that the student union always advocates for students and influences the university and society more broadly so that the student perspective is considered. Students can always contact their student union if they feel that the student perspective has been overlooked either in their own studies, at the university, or in society.

Advocacy includes advice, guidance, negotiation, discussion, dialogue, representation, etc. The aim is for the student voice to be heard in the decision-making processes of the university and other groups close to the student. The procurement process generates various documents, such as requirement specifications, requests for proposals, procurement notices, bid opening minutes, bids, bid comparison documents, procurement decisions, direct procurement documents, procurement contracts and orders, complaints, documents related to implementation projects, correction requests, and drafts and memos related to these processes.

Generally, documents are public, but some documents or parts of documents may be confidential. Procurement documents often contain trade secrets, for example.

Personnel Policy, Guidance, and Program

The general collective agreement for student unions sets out the employment terms for staff employed by student unions, including the salary system and matters related to absences, vacations, and working hours.

Our contact person for personnel policy and guidance is the Executive Director, tel. 044 293 8818, [email protected]. The Executive Director is responsible for the student union’s personnel and financial management, as well as general administration and compliance with regulations and laws.

Information on Open Positions

Recruitment-related documents are stored in LTKY’s electronic storage systems.

The recruitment process generates documents such as job descriptions, memos, and decisions. Generally, documents are public but may sometimes contain confidential parts, such as personal information or assessments of personal qualities.

Open positions are announced separately on the LTKY website. You can request information about an open position from the contact person mentioned in the job announcement.

If you need information about the student union’s personnel, for example, for research purposes, you must consider the legal requirements for disclosing personal data when making the request.

If you cannot find what you are looking for, the information may be outdated and removed from our website or services. Information materials can be preserved even permanently for research and the preservation of national cultural heritage. For example, the minutes of the student union’s bodies are permanently preserved.
